Phu Lac Wind Power Plant – Phase 1 with a capacity of 24MW is a vital wind power project for the South Central Region of Vietnam.
The location for this plant was selected through a careful study, considering all technical, social and economic aspects and the impact on local residents and environment.
This was the very 1st wind farm project which the feasibility study prepared by a local company, which created a wind map database by installing wind gauges within the Binh Thuan provinces and adjacent area to select best location for the wind farm.
The project team also developed in-house programmes based on the latest academic and industrial development to optimise wind turbines within the plant area.
The project is considered highly efficient, as the current availability is 98.5%.
Phase 1 spans 200 hectares in the rural Phu Lac Commune in the Tuy Phong district, Binh Thuan province. The site is made up of sandy hills with a slope that generally does not exceed 10 degrees. The surface soil is mainly silt and fine sand with deposits of sand and gravel.
The site has not been developed for agriculture and there are no residences on the site. However, graveyards are located within the project site area.
Anticipated potential impacts were involuntary resettlement and cultural impact as a result of any removal of graves and building access road through a cemetery. There were 32 graves totally or partly be affected in the project area. All these graves were to be moved into a public cemetery nearby.
