Turner & Townsend expands US infrastructure business

Turner & Townsend hires former Deloitte and NYC economic development executives to expand USA infrastructure and public sector practice.

Global construction consulting firm, Turner & Townsend, has announced the addition of two key strategic new hires to lead their government infrastructure and public sector business in the USA. Mark Blumkin has joined as executive vice president and leader for the USA infrastructure practice and Jennifer Rimmer has joined as senior vice president for government and public sector in the USA.

Blumkin comes to Turner & Townsend with extensive experience in both the public and private sector on delivering major transportation, energy and water infrastructure, as well as leading disaster recovery and resiliency programs.

He previously served in notable roles throughout his career, including as managing director of Deloitte’s infrastructure and capital projects practice, senior manager at PwC’s engineering and construction practice and as a value engineering consultant at the NYC Office of Management and Budget.

Rimmer also has extensive experience in both the public and private sector on large and complex real estate, infrastructure, and energy projects. She has led major economic development programs with a strong emphasis on resiliency, equity and environmental health and justice.

Previously, she has served in key roles throughout her career, including as vice president at the New York City Economic Development Corporation, as special advisor to a NY state senator, as director of strategic initiatives and sustainability for engineering consulting firm, AECOM and vice president for subsidiaries for New York State Empire State Development.

Blumkin and Rimmer’s appointments come at a pivotal moment in the firm’s North America expansion, as the infrastructure and public sectors are a priority for Turner & Townsend on its path to double its business in the region by 2025.
