With an installed capacity of 1,900 MW, the Huangdeng Hydropower Project generates an average of 8.71 billion kilowatt-hours of clean electricity annually, transmitting power from western to eastern China and reducing carbon dioxide emissions by approximately 6.18 million tonnes each year.
The project also supplies 14.38 million cubic metres of water annually to support daily life and production in the surrounding communities. In addition, a resettlement fund of USD 500 million was allocated to support the relocation and improved livelihoods of 7,000 people, while enhancing travel conditions for around 100,000 residents in the region.
Innovation, Quality and Professional Excellence
After years of dedicated research into the technical challenges of constructing high roller-compacted concrete (RCC) dams in canyon areas, the Huangdeng Hydropower Project has delivered numerous innovative achievements backed by independent intellectual property rights. One of its notable advancements is the development of the “Digital Huangdeng–Dam Construction Information System.” This system enables comprehensive, real-time monitoring of dam construction under all weather conditions, introducing a new standard in quality control methodologies.
The project also introduced key quality control techniques for RCC layering and temperature control design specific to high RCC gravity dams in canyon settings. As a result, the completed dam achieved a leakage rate of just 0.5 litres per second—among the best of its kind worldwide.
To address complex topographical challenges, a new flood-releasing and energy dissipation structure was developed. Featuring a non-shrinkage flow channel and a low jet-starting discharge, this innovation resolved layout issues in confined canyon environments. After six flood control seasons, the system continues to operate effectively, maintaining structural integrity and performance.
Transparency and Integrity in Management and Implementation
The Huangdeng Hydropower Project adhered closely to international best practices in project management, incorporating contract, risk, quality, integrity, and sustainability standards based on the FIDIC framework. Independent third-party assessments and evaluations of technical achievements were conducted by leading Chinese consulting agencies to ensure rigour and transparency.
An open bidding process was used to appoint contractors, with contracts executed faithfully according to FIDIC principles to safeguard the rights of all parties involved. The project underwent comprehensive financial auditing, quality supervision, safety assessments, and technical acceptance procedures—successfully completing construction without any safety or quality incidents.
Sustainability and Environmental Stewardship
The project exemplifies green hydropower development through its harmonious integration with the surrounding environment. A wide range of environmental measures was implemented, including fish protection initiatives, wetland restoration, riparian vegetation enhancement, and wildlife conservation. Construction-phase environmental protection and soil and water conservation efforts were strictly followed. These measures have significantly enhanced the environmental credentials of the project while increasing the renewable energy value of hydropower.
Community Benefit and Improved Quality of Life
Since commissioning, the Huangdeng Hydropower Project has generated a cumulative energy output of 48.8 billion kWh and contributed USD 577 million in taxes and levies, providing a strong foundation for local economic and social development. A total of USD 500 million has been invested in resettlement initiatives, leading to the construction of three new market towns and significantly improving the production and living conditions of relocated residents.
FIDIC Core Values Reflected in the Project
The project embodies FIDIC’s core values across multiple dimensions. Technically, the design complies with all relevant regulations and standards, and construction quality meets the required specifications. Operational safety is confirmed. The project has received prestigious accolades including the First Prize for National Excellent Engineering Consulting Achievements (2014), recognition as an International Milestone RCC Dam Project by the International Commission on Large Dams (2019), and the Gold Medal for National High Quality Project (2023).
On the environmental front, the project has pioneered fish conservation techniques by protecting rare indigenous species and introducing China’s first fish lift systems. Innovative solutions such as stoplogs for temperature-regulated water release and domestication-based observation pools have been implemented. These efforts contributed to the development of the national design standard Code for Design of Fish Lift for Hydropower Projects.
The project also delivers significant energy-saving and emissions-reduction benefits. With an average annual energy output of 8.71 billion kWh, it offsets the use of 3.148 million tonnes of standard coal and reduces COâ‚‚ emissions by 6.18 million tonnes annually.
