The Riachuelo Project is a comprehensive initiative aimed at improving the sanitation infrastructure of Buenos Aires. It is divided into three distinct sections, known as Lots.
Lot 1 (L1) involves the construction of a 17-kilometer tunnel that will collect a portion of the flow from the sewage network of Buenos Aires. This crucial infrastructure will transport wastewater to the next phase of the project.
Lot 2 (L2) focuses on the treatment of the collected wastewater. A state-of-the-art treatment plant is being constructed to clean up to 27 cubic meters per second of wastewater, ensuring that it meets environmental standards before being released.
Lot 3 (L3) includes the development of an outfall system designed to discharge the treated water into the La Plata River. This system will utilize a 12-kilometer tunnel to safely release the treated flow back into the environment.
In 2017, the Joint Venture Pini-Cadia was appointed as the engineering consultant for the construction of Lots 1 and 3. The project is financed by the World Bank and follows the FIDIC Red Book contract framework. The client overseeing this project is AySA (Aguas y Saneamiento Argentinas), a public entity responsible for managing the sanitation system of the City of Buenos Aires and parts of the surrounding province.
The Matanza Riachuelo basin is recognized as one of the ten most contaminated areas in the world. In a landmark case, the judiciary held the State accountable and mandated the decontamination of the Matanza basin, making it a unique precedent globally.
This project is set to deliver significant benefits, impacting over 4 million people in the short term and extending to 6 million in the near future. It is supported by the World Bank's largest loan ever granted for a single project, amounting to 1.2 billion USD, which will fund the three critical phases of the initiative.
